All employees are 40 hour OSHA Hazardous Material (HAZMAT) certified. All management personnel have received an additional 8-hour OSHA supervisor certification. All employees receive an 8-hour annual certification. Employees are certified in both hazardous materials operations and emergency response. Employees receive confined space entry training, blood borne pathogen training, and SCBA (Self-Contained Breathing Apparatus) training. Safety programs are site-specific programs as well as SOP's (Standard Operation Procedures).
PA-jer Company has no "lost time" incidences and no "reportable incidences" in the 14 year history of company existence including no fatalities.
PA-jer Company has never had a transportation incident involving an accident, hazardous material spill/release, or a failure to deliver scheduled hazardous materials on time. All employees receive bi-annual United States Department of Transportation training for the handling, packaging, and shipping of hazardous materials and hazardous waste.
PA-jer Company has never had a client receive a Notice of Violation (NOV) or fine from TCEQ or EPA for services rendered to a client which translates into no hassles for you.

• REGULATORY COMPLIANCE :
We have fostered an excellent working relationship with governmental and regulatory authorities like OSHA, USEPA, TCEQ and USDOT. We will make sure your recycling and disposal practices are current and in compliance with all applicable laws and regulations. PA-jer Company will also prepare an Annual Waste Summary/STEERS, notice of registration, record management system, and regulatory permitting for waste, water, air, and storm drainage.
• ENVIRONMENTAL CONSULTING :
PHASE I, II & III SITE ASSESSMENTS: Phase I is a visual and historical review of real estate property to determine prior use and possible areas of contamination. A Phase II is a qualitative and quantitative determination of site contamination through sampling and analytical to determine the scope of contamination, A Phase III is the actual remediation of all contamination to clean (remediate) the property for safe use.
MANAGE WASTE STREAMS: PA-jer Company reviews all waste streams from the materials/products used, the processes, the different techniques of handling waste streams, & disposal to determine if waste streams are handled properly and possible ways to reduce the amount of waste produced.
REGULATORY COMPLIANCE: Consultation is provided to determine if there are areas of regulatory compliance that are not being fulfilled & determine steps to be taken to correct any errors.
ENVIRONMENTAL AND FEASIBILITY STUDIES: Environmental regulatory standards are reviewed for proper handling & analyzed for more efficient ways to address and correct environmental issues.
• AUDIT SERVICES :
SITE AUDITS: Site audits are conducted in order to help a company address specific areas of concern and non-compliance with OSHA, USEPA, USDOT and state regulations. The audit addresses the concern, provides regulatory cite for compliance, and recommended correction. Site audits can typically reduce potential fines from civil and criminal prosecution when self disclosed and corrected.
LABORATORY AUDITS: Monitor samples sent to analytical laboratories to insure accurate analysis per QA/QC standards & minimize the amount of possible errors. We also conduct audits on disposal facilities in order to assure the treatment of waste is handled in a manner that will not result in fines or violations for our clients.
REGULATORY AUDITS: Regulatory Audits are very in depth covering every aspect of regulation applicable to the site in question. Regulatory Audits include: record keeping, MSDS records, documentation, handling of storm water runoff, handling of waste, training of personnel, proper container selection, labeling and marking containers, storage of waste, correct manifest information, transportation of waste, safety, etc.
ENVIRONMENTAL AUDITS: These audits are specific to any environmental issue. PA-jer Company has a perfect record of being very effective in this area. Auditing prior to a regulatory inspection, PA-jer Company is able to reduce possible fines received from TCEQ & USEPA. PA-jer Company uses and maintains the same forms and formats used by a state agency to assess compliance. This method allows the generator to correct deficiencies prior to the state or federal inspection of the facility.
• REMEDIATION SERVICES:
FACILITY DECONTAMINATION: This service is typically for companies who go through closure or experience chemical releases specifically requiring decontamination. PA-jer Company can oversee the decontamination process or actually decontaminate the site. PA-jer Company has overseen decontamination from refineries to airplane manufacturing to semiconductor facilities. PA-jer Company looks at both manufacturing lines and administrative areas. If there are areas of concern, we can remove contamination to the level that meets regulatory requirements.
SITE REMEDIATION: The remediation of chemical releases ranging from Class 1 Explosives to Class 9 Miscellaneous chemicals. Pa-jer Company determines Best Available Technologies utilizing microbes, heat treat systems, or the removal of contaminates by conventional means.
• SAMPLING SERVICES:
SAMPLING OF KNOWN AND UNKNOWNS: This sampling activity is usually associated with waste management services. If a client has a KNOWN process but is unsure of the quantitative totals of a constituent a sample is removed following specific USEPA guidelines and analyzed to determine contaminated levels for waste determinations. Sampling of unknowns typically involves contained chemicals in which labels or other identifications are lost or unrecognizable. A sample is removed to determine if the material is hazardous by testing the RCI (reactivity, corrosiveness, and ignitability), RCRA 8 metals levels (arsenic, barium, chromium, cadmium, lead, mercury, selenium, silver), USEPA method 8260 (chlorinated volatiles) and 8270 (non-chlorinated semi-volatiles) for disposal purposes.
SAMPLING OF WATER, WASTEWATER AND STORMWATER: This sampling service is a regulatory requirement either by specific permit or permit-by-rule. PA-jer Company retrieves a sample using USEPA or state regulatory guidelines for analytical. PA-jer Company reviews the analysis to determine compliance and writes a report to the generator for records and regulatory filing when required.
CHEMICAL CLASSIFICATION: This activity is used when a generator has a chemical process and needs a QA/QC quantitative and qualitative analysis performed.
GROUND WATER CLASSIFICATION: Typically this service is used when ground water has been contaminated and remediation is on-going. The service requires retrieving a sample from a monitoring well on a predetermined schedule for analysis to determine if contaminant reduction is being met or contamination is increasing.
HAZARDOUS WASTE IDENTIFICATION: This service is used specifically for the sampling of waste for identification and disposal purposes.
LABORATORY ANALYTICAL SERVICES: PA-jer Company provides all necessary analytical services in regard to environmental regulatory issues.
CHARACTERIZATION AND FIELD SAMPLING PLAN: Every sampling for an environmental regulatory compliance activity requires the preparation of a Sampling Plan. The Plan consists of sampling method, sample preservatives, sampling tools, methods and documentation for decontamination between samples to prevent cross contamination of samples, sample documentation, photographic records (as required), laboratory QA/QC documentation, and chain-of custody for sample transfers.
• WASTE MANAGEMENT SERVICES:
HAZARDOUS MATERIALS AND SOLID WASTE MANAGEMENT: When Pa-jer Company manages a clients waste we look at all the options available to manage the type of waste generated. Some types of waste can be recycled (fluorescent lights), recovery (precious metals) or disposal. We look to see if there are ways to reduce the amount of waste created or reduce the hazardous properties. PA-jer Company is particularly good at taking large quantity generators & showing them ways to manage their waste so they actually become small quantity generators. When we take a client, we provide review of each of the waste streams they have for disposal: looking at the constituents of each; the way they are being disposed; and, where they are being disposed. The reasons for reviewing these methods are to make sure they are handled properly & to consider a better way to handle the waste.
SOURCE REDUCTION/WASTE MINIMIZATION PLANS: (Mandatory TCEQ/USEPA requirement) This is a two part process : (1) Source Reduction is looking at the original source (type of paint for example) to see if changing to a different product or changing the process used by the client can reduce the source of contaminates; and (2) waste reduction is the process of reducing the amount of waste generated by a specific process. Once either has been determined feasible, a plan to reduce & minimize waste is written. Large Quantity Generators must create a plan, submit an executive summary to TCEQ (Texas), file annual updates & report by July 1 of each calendar year. Small Quantity Generators must complete a plan, file an executive summary to TCEQ (Texas), & their update is their annual waste summary. Conditionally Exempt Small Quantity Generators have posting requirements. Once again, we look at the whole process used in a manufacturing activity or process & advise our clients on changes they can make. We have an excellent track record for taking large quantity generators & helping them reduce the amount of waste to the point they qualify as small quantity generators. In doing this, we are able to save our clients a tremendous amount of expense and reduce administrative time and record keeping.
SPILL PREVENTION, CONTINGENCY & CONTAINMENT PLAN: (Mandatory TCEQ/USEPA Requirement) We look at the process from start to finish for our clients, looking for potential problems where spills could occur. . This plan lays out the steps to be taken in the event of a spill, the changes needed to prevent spills, and internal training of personnel.
HAZARDOUS AND NON-HAZARDOUS DISPOSAL: There are many steps that go into the disposal of waste: 1) Review the material & determine whether it has to be disposed of under hazardous rules or non-hazardous rules 2) Determine what methods of disposal are acceptable; 3) Determine what facilities can handle the particular waste material; 4) Profile the waste into the disposal facility; 5) Determine packaging needs; 6) Label the containers according to DOT rules; 7) Complete the manifest with required information; and,. 8) Transport & dispose of material.
Hazardous disposals fall under four typical categories; solid waste (no free liquids), liquids (anything that has free liquid), gases (cylinders and aerosols) lab packs (an example of a lab pack is where a company for some reason is going through all the items in the storeroom. This can be anything from spray paint, mercury, unused paint, solvents to anything they have purchased in years gone by that they have determined they do not need & do not want on hand). Hazardous materials have to be disposed of at a site that is approved and permitted to handle the constituents. There are several different methods of disposal such as, but not limited to, recycling, reclaiming, incineration, fuels blending, thermal destruction, deep well injection, solidification, and landfill,.
Non-hazardous disposal is waste that is solid, liquid, or lab packs that are not classed as hazardous but are still regulated & cannot be taken to the local municipal type landfill.
BROKERAGE SERVICES: The following services are provided as needed: (1) vacuum trucks, (2) tanker trucks, or (3) roll off units PA-jer Company provides LTL (less than truckload) and dedicated services. Transport of radioactive, explosives, or biomedical waste is provided by third party transporters contracted with PA-jer Company that will handle these specialty items.
IN-HOUSE SERVICES: PA-jer Company is a USDOT and Texas registered/permitted transporter of hazardous materials providing transportation of our client’s hazardous & non-hazardous waste to the designated disposalsite. This goes hand in hand with WASTE MANAGEMENT SERVICES.
• EMERGENCY RESPONSE:
PA-jer Company provides secondary emergency response for chemical spills and releases. When a generator experiences an unplanned release or spill and after or during the appropriate governmental response has been to the site, PA-jer Company provides trained personnel to respond to the clean-up and remediation to pre-release conditions.
